Core GRC and Governance

Governing the Decisions That Matter

Most governance frameworks are built around controls.

Most failures happen because of decisions.

Core GRC exists to close that gap.

Core GRC is delivered as a practical governance framework that integrates existing management systems and strengthens decision accountability across them.

At the heart of serious incidents, regulatory breaches, and organisational failures is usually a decision that was:

  • Poorly escalated
  • Weakly evidenced
  • Taken under pressure
  • Or impossible to explain after the event

Core GRC provides a practical model for governing those decisions.

The Core GRC framework consists of:

  • Four governance quadrants, each governed through a recognised management system
  • A central Core, focused on risk-bearing decision-making

The quadrants manage domains.

The Core governs judgement, escalation, and accountability across them.

The Core GRC Framework

The Four GRC Quadrants

Each quadrant is anchored in a management system that organisations already recognise, audit, and operate.

Information Security Management System (ISMS), Privacy & Resilience

The ISMS governs the protection, availability, and lawful use of information and services.

It covers:

  • Cyber and information security
  • Data protection and privacy (GDPR, UK GDPR)
  • Personal data risk management and DPO oversight
  • Business continuity and disaster recovery
  • Incident and breach management
  • Supplier and third-party information risk

The ISMS ensures that information and critical services remain secure, available, and compliant, even under adverse conditions.

AI Management System (AIMS), Ethics & Automated Systems

The AIMS governs the responsible and accountable use of AI and automation.

It covers:

  • AI and algorithmic risk
  • Human-in-the-loop oversight
  • AI data ethics
  • Explainability and transparency
  • Model governance and controls
  • Automated decision accountability

The AIMS ensures that automation supports human judgement rather than obscuring responsibility.

Quality Management System (QMS) & Operations

The QMS governs how products and services are delivered consistently and safely.

It covers:

  • Process control and operational discipline
  • Service quality and customer outcomes
  • Operational resilience
  • Change management and continual improvement
  • The QMS ensures that operations behave as intended, even under pressure.

Human Risk & Capital Management System (HRCMS)

The HRCMS governs human risk, capability, and accountability within the organisation.

It covers:

  • Decision authority, accountability, and escalation boundaries
  • Human-in-the-loop roles and responsibilities
  • Competence, judgement capability, and decision readiness
  • Behaviour, conduct, and ethical standards
  • Workforce resilience, fatigue, and overload risk
  • Human capital as a governed organisational asset

The HRCMS ensures that risk-bearing decisions are taken by authorised, competent people, operating within clearly governed limits.

RISK at the Core: Decision Escalation & Explainability Gover

At the core of the framework sits Decision Escalation & Explainability Governance (DEEGS)

DEEGS is a risk decision governance model.

It defines how risk-bearing decisions must be surfaced, escalated, evidenced, and owned, regardless of whether they are supported by tooling.

It exists to ensure that:

  • Risk-bearing decisions are identified
  • Exceptions are escalated
  • Judgement-heavy decisions are governed
  • Accountability is explicit
  • Decisions are explainable and defensible

DEEGS focuses on how decisions are made, not just whether controls exist.

When DEEGS Applies

DEEGS applies to decisions that:

  • Cut across multiple quadrants
  • Exceed defined risk tolerances
  • Involve uncertainty, time pressure, or incomplete information
  • Rely on AI or automated systems
  • Expose executives or boards to material risk

These are the decisions that matter most, and the ones organisations struggle to evidence after the fact.

How DEEGS Works Across the Quadrants

DEEGS does not replace management systems.

It sits above them, drawing signals from each:

  • From the ISMS: security incidents, privacy risk, continuity events
  • From the AIMS: AI risk signals, explainability limits, override points
  • From the QMS: operational exceptions, service degradation
  • From the HRCMS: human risk, capability and accountability

DEEGS ensures those signals lead to properly escalated, governed decisions, rather than informal workarounds or hindsight reconstruction.

From Framework to System

Today, DEEGS exists as a core governance framework and operating model.

The next step is its delivery through a dedicated decision explainability system, which will:

  • Record material decisions and their rationale
  • Link decisions to contemporaneous evidence
  • Enforce escalation and exception thresholds
  • Provide a durable audit trail
  • Protect accountable decision-makers
  • That delivery capability is under development.

Why Core GRC Exists

Organisations are rarely criticised for lacking policies.

They are criticised because they cannot explain why a decision was taken.

Core GRC exists to ensure they can.

Operationalising Decision Governance

Decision explainability as an operational system

Decision Escalation & Explainability Governance (DEEGS) is operationalised through a configured decision explainability solution, implemented within the organisation’s own systems, typically Microsoft 365 or an equivalent enterprise platform.

This solution embeds DEEGS into day-to-day governance by capturing material decisions, recording rationale and assumptions, linking decisions to contemporaneous evidence, and enforcing escalation and exception thresholds.

By operating inside the organisation’s environment rather than as a standalone product, decision governance remains owned, auditable, and defensible, ensuring that critical decisions can be explained before they are challenged.
